Китай – възможен финансово-икономически фактор за развитие на идеята за „макрорегионално сътрудничество“ на ЕС в Черноморието

Статията се отнася до възможностите за финансово-икономическо съдействие от Китай за развитие на регионалното сътрудничество в Черноморието по линия на инициативата „Един пояс, един път“. Споделя идеи за конкретни области  и проекти за такова взаимодействие при очакван недостиг на фондове от ЕС, насочени основно към борба с пандемията и преодоляване на нейните социално-икономически последствия. Обсъжда как текущите форми и инициативи за регионално сътрудничество могат да улеснят връщането към нормалност и икономически просперитет в черноморските страни. Фокусира се върху концепцията за „макрорегионално сътрудничество“ прилагана от Европейския съюз (ЕС) за по-ефикасно планиране и управление на проекти за сътрудничество, подкрепяни финансово от ЕС. Съдържа оценки и предложения за прагматично развитие на този вид сътрудничество в Черноморието. Изводите посочват дългосрочния политически характер на усилията за разрешаване на проблемите на сигурността и нуждата от по‑голяма политическа инициативност от черноморските страни.

 

China – a possible financial and economic factor for the development of the idea of ​​"macro-regional cooperation" of the EU on the Black Sea coast

Career diplomat, doctor of historical sciences with a dissertation on security in the Balkans, currently an independent consultant (“RADCONSULTING”) and senior research associate at the Institute of Economics and International Relations. He has dozens of national and international publications on international and regional security and cooperation. He has many years of experience as a diplomatic representative of Bulgaria in international organizations of the UN system in the field of non-proliferation, international security and arms control with mandates in the missions of Bulgaria in Geneva, The Hague, New York and Vienna. He has worked as an international official in senior positions in the Organization for the Prohibition of Chemical Weapons – Hague and in the Organization for the Prohibition of Nuclear Weapons Trials – Vienna.

The article refers to the opportunities for financial and economic assistance from China for the development of regional cooperation on the Black Sea coast under the "One Belt, One Road" initiative. He shares ideas for specific areas and projects for such interaction in the event of an expected shortage of EU funds, aimed primarily at combating the pandemic and overcoming its socio-economic consequences. Discusses how current forms and initiatives for regional cooperation can facilitate a return to normalcy and economic prosperity in the Black Sea countries. It focuses on the concept of "macro-regional cooperation" applied by the European Union (EU) for more efficient planning and management of cooperation projects supported by the EU. It contains assessments and proposals for pragmatic development of this type of cooperation on the Black Sea coast. The findings point to the long-term political nature of efforts to address security issues and the need for greater political initiative on the part of the Black Sea countries.
